Yavuz YUMRUKUZ completed his B.A. in Economics (English) at Marmara University in 2004, followed by an M.A. in Economics at Galatasaray University in 2015 and an M.S. in Finance at the University of Illinois at Urbana-Champaign (UIUC) in 2017. He earned his Ph.D. in Economics (English) from Marmara University in 2023.

Following his undergraduate studies, he began his career as an Assistant Specialist in the Social Security Reform Unit at the Ministry of Labor and Social Security, serving for approximately two years. In 2006, after passing the qualifying exam, he joined the Banking Regulation and Supervision Agency (BRSA) as an Assistant Bank Examiner.

From 2006 to 2020, he held various key roles within the BRSA, including (Senior) Bank Examiner and Head of the On-site Examination Group, where he was responsible for continuous audits, inspections, and reviews across a wide range of banks. He also oversaw compliance management related to Pillar 2 implementation during the Basel II transition.

In 2020, he was appointed Head of the Financial Consumer Protection Department at the BRSA. During this period, he also served as Chairman of the Consumer Arbitration Committee under the Turkish Banks’ Association (TBB) and the Turkish Participation Banks’ Association (TKBB). In 2022, he became Head of the BRSA’s Supervision-1 Department.

He represents the BRSA in various international working groups within the Basel Committee on Banking Supervision, including the Corporate Governance Task Force, the Pillar 2 Network, and the Supervisory Cooperation Group.

He holds FRM (Financial Risk Manager), Independent Auditor, and CPA certifications.

As of February 8, 2024, he has been serving as the Deputy Chairman of the Banking Regulation and Supervision Agency, with responsibility for the supervision of both banking and non-bank financial institutions (NBFIs).
