Mr. Lütfi Elvan was born in Karaman / Türkiye in 1962.
After having his bachelor’s degree from Istanbul Technical University, Faculty of Mining, Mr. Lütfi Elvan had first master’s degree from the Leeds University, Department of Mining and Operational Research in 1986 and the second one from the Delaware University in USA in the field of economy in 1995.
Mr. Elvan worked in various institutions such as General Directorate of ETİBANK (Mining & Banking State Owned Company of Türkiye) and State Planning Organization which is under the Prime Ministry of Türkiye, at various levels.
Before his election to Parliament, he had been serving as the Deputy Undersecretary of State Planning Organization.
He also worked as Vice President of the OECD Rural Development Working Group, President of the Managerial Board of European Union Education and Youth Center and the Member of the EU Negotiation Committee for Monitoring and Routing /Steering.
In addition to his professional carrier, Mr. Lütfi Elvan had been carried out many political duties. In this context, he was elected as member of parliament from Karaman Province during the General Election in 2007. He continued his political carrier during the 2007-2011 period as Advisor to H.E. Recep Tayyip Erdoğan, and also Co-chairman of the Türkiye-EU Joint Parliamentary Commission, Chairman of the Türkiye-Hungary Friendship Group. He was re-elected as the member of the parliament from Karaman in 2011. He also served as the Chairman of the Budget and Planning Commission at the Grand National Assembly of Türkiye.
Mr. Elvan was appointed as the Minister of Transport, Maritime Affairs and Communications in 26 December 2013. During the General Election in 7 June 2015, he was elected as member of parliament from Antalya Province and then from Mersin Province in 1 November 2015 election. Mr. Elvan served as the Deputy Prime Minister of the 64th Government of Republic of Türkiye and as Minister of Development of the 65th Government of the Republic of Türkiye.
During the General Election in 24 June 2018, Mr. Elvan was elected as member of parliament from Mersin Province and appointed as President of Economic Affairs of AK Parti.
Mersin Member of Parliamen, Mr. Lütfi Elvan was reappointed as the Chairman of the Planning and Budget Committee of the Grand National Assembly of Republic of Türkiye in February 2019.
In November 2020, Mr. Elvan was appointed as the Minister of Treasury and Finance and served in this position until December 2021.
Mr. Elvan currently works as the Chairman of the Board of Kalyon Energy and the Vice Chairman of the Board of Kalyon Holding.
Mr. Elvan can speak English fluently. He is married and has two children.
