Deputy Minister of Treasury and Finance İsmail İlhan Hatipoğlu, PhD was born in Karaman in 1968. He graduated from Karaman High School in 1984 and earned his Bachelor of Science degree in Public Finance from Ankara University, Faculty of Political Science in 1988. Started his career as Assistant Revenue Auditor in 1989 and then continued as Revenue Auditor in 1992 and Chief Revenue Auditor in 2000, respectively. Between May and December 1997, Mr. Hatipoğlu conducted a research in the UK on the Tax System of the European Union.
Deputy Minister Hatipoğlu served as the Head of Department of Directorate General of Revenue in 2003, the Head of Department in the Revenue Administration in 2005 and the Vice President of the Revenue Administration in 2007, respectively. Then appointed as the General Director to Directorate General of the Budget and Fiscal Control in 2009. Mr. Hatipoğlu served as the Deputy Undersecretary of the Ministry of Finance between 2016 and 2018. After 2018, he served as Chief Tax Inspector and Ministry Counselor at the Ministry of Treasury and Finance.
During his service at the Ministry of Treasury and Finance, Mr. Hatipoğlu served as the Chairman of the Internal Audit Coordination Board between 2009 and 2019, as a Member of the Government Support Monitoring and Supervision Board between 2010 and 2018 and as the Second Chairman of the same Board after 2015.
Mr. Hatipoğlu served as a Member of the Board of Directors of Turkish Maritime Organization between 2009 and 2010 and Chairman of the Board between 2010 and 2018. Between 2014 and 2015, Mr. Hatipoğlu also served as a Member of Audit Board of AVEA representing the Treasury.
Between 2016 and 2018, Mr. Hatipoğlu served as Co-Chairman of the Tax and Incentives Committee of the Coordination Board for the Improvement of the Investment Environment and as the Head of the Technical Delegation of the Republic of Turkiye that established under the International Agreement with the Turkish Republic of Northern Cyprus. Mr. Hatipoğlu also served as a Board Member of Ankara University Technopolis between 2019 and 2020. Having served as General Manager in the private sector for a short period of time, Mr. Hatipoğlu continues to serve as a member of the Board of Directors of the Turkish Athletics Federation, a position he has held since 2012.
Since 2015, Mr. Hatipoğlu has also been lecturing 'Public Financial Management' and 'Risk Management and Practices' courses in the Internal Audit and Internal Control Master's Program at Ankara University, Institute of Social Sciences. In the Spring 2019 semester, he also lectured 'Public Financial Management and Control' in the Audit and Risk Management Master's Program in Social Sciences University of Ankara.
Mr. Hatipoğlu completed his MBA degree in Social Sciences University of Ankara in 2019 and received his PhD degree, which he started in 2019, in Public Finance from Ankara Hacı Bayram Veli University.
Mr. Hatipoğlu has been appointed as the Deputy Minister of Treasury and Finance on June 22, 2023. He is married, has two children and speaks English fluently.
