Hasan Özçelik graduated from the Department of Public Administration at the Faculty of Political Sciences, Ankara University, and the Faculty of Business Administration at Anadolu University. He completed his master's degrees (in English) in the Department of Finance at Istanbul University and in the Department of International Economic Policy and Business at Beykent University. He earned his Ph.D. degrees from the Departments of Public Administration and Business Administration at Marmara University.

Between 2014 and 2018, he served as a visiting lecturer in the Master's Program on Local Governments, Global Cities, and Istanbul Studies at Marmara University.

He began his career in 1995 at the Istanbul Metropolitan Municipality, where he held various positions including Assistant Auditor, Auditor, Deputy Manager of Budget, Finance and Audit, Internal Auditor, Manager of Subsidiary Coordination, and Deputy General Manager of IETT Subsidiaries.

From 2002 to 2022, he served as a Board Member and Acting Chairman of the Board at several Istanbul Metropolitan Municipality affiliate companies, including İDO, İGDAŞ, İstanbul İmar, and İstanbul Enerji. He played an active role in the privatization process of İDO.

Between 2010 and 2011, he served as a Board Member of the Public Internal Auditors’ Association (KİDDER). He holds Internal Auditor Certificates A1 and A2, as well as the Certified Government Auditing Professional (CGAP) designation. He is also a member of the Institute of Internal Auditing – Türkiye (TİDE).

Hasan Özçelik was appointed as the President of the Public Oversight, Accounting and Auditing Standards Authority on January 29, 2022.
