She graduated from Middle East Technical University, Department of Sociology. She received her master's degree from Hacettepe University Institute of Population Studies, Department of Economic and Social Demography. In 2000, she took her first step in her civil society journey and worked in leading NGOs such as Willows International, TURMEPA, Community Volunteers Foundation and Tohum Autism Foundation in the fields of reproductive health, environment, children, youth, education and disability. In these organizations, she held many different positions such as field, training, projects, resource development and communication, and general management. Between 2013 and 2015, Özer also taught Basic Demography course at Yeditepe University Sociology Department. She provides trainings for CSOs and provides consultancy on financial sustainability, communication, CSO management and strategic planning. Özer, who serves on the Boards of Directors of Support Foundation for Civil Society and Village Schools Change Network, Advisory Boards of Genç Başarı Education Foundation, Çelikel Education Foundation and Bir Adım Var Foundation, is the co-founder of The Good Factor, which brings together ideas that will make a difference with the right stakeholders on the axis of social benefit.
